Why heater wont kick on?

We have a shasta camper and we have replaced the thermo coupler in the heater. The pilot light stays lite and seems like when it tries to kick on it blows out the pilot light. But it will not kick on. We have taken it out and cleaned it really good. what could be causing it not to kick on. and when it does the pilot goes out?
