Going from being a Reserve Officer to Active Duty Officer?

If I don't get into the Naval Academy my other option is the NROTC scholarship. I want be an active duty commissioned officer but I'm not sure how to make the switch. Also, do I have to complete my four years of obligatory service in the reserves or can I go active?
